Atomic Polish, gives this definition of a Crelly:
A crelly is similar to a jelly but it has more pigment. The base is opaque like a creme formula and it has additives such as glitter. These are thicker formulas and are usually opaque in 2 coats.
Crelly nail polishes may be in a pink or blue or green base, but they still have the general texture of a semi-opaque polish with a jelly-like finish and contain fat, often seasonal-themed speckles.
Crellies are usually special occasion party polishes, meant for a fun time.

You might wear a crelly nail polish to a birthday party, festival or holiday get-together, just to be extra-festive.
